As a Human Services Program Representative 1 with the Department of Human Services (DHS), you will help make sure statewide grievance processes run smoothly and fairly. This role allows you to strengthen program quality by reviewing concerns and helping organizations understand expectations. Your efforts will support individuals who depend on clear guidance, strong oversight, and accessible services across Pennsylvania.



This position focuses on carrying out statewide grievance system responsibilities, regulatory administration activities, and oversight functions in support of DHS' Home and Community-Based Services (HCBS). The work involves reviewing concerns, evaluating program practices, and helping organizations meet important requirements. As a Human Services Program Representative 1, you will perform the following duties:

  • Regulatory Interpretation: Understand and apply federal and state requirements related to HCBS, protections, accessibility, and oversight
  • Grievance Coordination: Manage intake, tracking, review, and documentation of grievances and complaints
  • Evidence Review: Examine records, documentation, findings, and reports to evaluate compliance and identify risks
  • Stakeholder Support: Provide guidance to providers, administrative entities, and coordination organizations regarding system requirements
  • Data Analysis: Analyze grievance trends, operational practices, and system information to identify concerns and improvement needs
  • Training Delivery: Create and provide training materials related to grievance procedures, protections, and regulatory expectations

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.   • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years of professional experience developing, implementing, or evaluating a human service program, and a bachelor’s degree; or
  • An equivalent combination of experience and training.
