Position Summary

Under the supervision of the Assistant Manager of the Housing Division, the Program Supervisor’s primary duty is to coordinate with intake agencies, contractors, lead testing firms and the construction coordinators for the Division’s Lead Grant Program. This position is a long-term temporary position which is funded through the Federal Lead Hazard Reductions Demonstration Grant. This position includes full-time employee benefits.

Overview

Allegheny County Economic Development (ACED) is a dynamic, multidisciplinary economic development agency serving the citizens of Allegheny County. Through investments in a variety of projects including affordable housing development, land development, infrastructure development, business attraction and expansion, land use and transportation planning, ACED maximizes regional economic growth, neighborhood vitality and quality of life in its 130 municipalities. IMPORTANT NOTE: The position is contingent on federal grant funding and is set to remain funded through the second half of 2028. The position is likely to be renewed if ACED receives an additional allotment of funds during this period.

Duties

  • Supervises the program management of the Allegheny Lead Safe Homes Program from application approval to project completion.
  • Coordinates schedules and tasks with contractors and testing firms.
  • Educates potential and approved clients on the Allegheny Lead Safe Homes (ALSH) Program along with the parameters and processes involved.
  • Oversees client eligibility determination, including updates, as needed.
  • Works closely with ACED team members to track project status and ensures timely service and communication with all relevant stakeholders.
  • Assists Allegheny Lead Safe Home (ALSH) Clients and supports their full understanding of ALSH program participation.
  • Visits Lead Grant Program participant’s homes to educate on lead hazards both pre and post remediation on an as-needed-basis.
  • Prepares contract and invoice documents related to construction and temporary relocation.
  • Creates periodic status reports as required, including routine reports to funders.
  • Attends trainings relevant to the position, including out-of-country travel 1-2 times per year.

  • Local government entities and accounting principles.

  • Microsoft Suite and Outlook software.

  • Successfully meet all divisional objectives in a timely fashion.
  • Become certified in Lead Abatement and EPA Renovation, Repair and Painting.
  • Adhere to Department/County policies and procedures while working under minimal supervision.
  • Interact professionally with multiple internal, and external stakeholders at all levels.
  • Be team-oriented and skilled working within a collaborative environment.
  • Travel within the county as necessary.

Minimum Requirements

  • A Bachelor’s degree in Business, Public Administration, Urban Planning/Affairs, Community Development, Social Work, Public Health, or a related field AND two (2) years of related work experience in customer service, contract administration, experience working with the public.
  • Experience in project or construction management, healthcare, community development, client relations, or housing is preferred.
  • An equivalent combination of education and experience may be substituted.

A valid Driver’s license is required prior to appointment.

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status.

Residency

Allegheny County within 1 year.
