The Office of the Vice President for Research (OVPR) is seeking a Director of the Export Control Program. OVPR has responsibility for nurturing interdisciplinary research initiatives at one of the nations' leading research institutions. OVPR provides overall research administration and policy for all colleges and schools, as well as the university's more than 100 centers and institutes.
Working closely with deans, department heads, faculty, students and staff, the office provides an innovative and encouraging research environment that spans all subject areas and campuses and assures that research activities are planned and conducted in accordance with regulations and University policy.
This position will play a key role in the research security infrastructure at Carnegie Mellon University (CMU). The Director will lead CMU’s comprehensive export control compliance program, working with faculty and staff across the university and CMU affiliated entities to ensure compliance with university, state and federal policies and regulations, including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC) Regulations.
Core Responsibilities:
- Leads a comprehensive export control compliance program across all CMU campuses, serving as the unit liaison to institutional stakeholder groups and coordinating with other institutional compliance programs to ensure efficiency and communicate challenges to senior leadership.
- Prepares, or oversees preparation of, compliance documentation and filings, including applications for export control licenses when required.
- Coordinates adherence to applicable terms and conditions.
- Advises members of the CMU community on export control issues and provides direction and guidance on high priority export control reviews/initiatives.
- Conducts periodic quality assurance reviews of export control documents, processes, and procedures. Revises the export compliance program to respond to changing needs and requirements.
- Develops and implements effective and efficient export control policies, procedures and strategies.
- Directs strategic planning initiatives and creates unit objectives and goals to ensure compliance with established rules and regulations.
- Develops, manages, implements and maintains training and mentoring of the research community on topics of research compliance, ensuring that the programming meets applicable state, federal and sponsor requirements.
- Develops and implements risk-based compliance monitoring activity.
- Investigates reported or suspected export violations as necessary. Formulates university responses to external reviews and findings.
- Collaborates with university legal counsel as needed.
- Manages staff assignments and department resources. Exercises supervisory authority, including but not limited to hiring, promoting and managing performance.

Qualifications:
- Bachelor’s degree required; master's degree is desirable.
- A minimum of three (3) years of relatable work experience in export controls, export compliance, international trade frameworks and/or international shipping.
- Experience leading and managing teams is desired.
- Demonstrated ability in Export compliance and/or international trade frameworks.
- Experience with international export compliance, US Export Administration Regulations, International Traffic in Arms Regulations and/or other trade frameworks.
- Experience conducting audits and trainings for staff on export regulations
- Experience advising on licensing, documentation and international shipments.
- Certified Export Compliance Professional certification (CECP) is preferred but not required.
- A combination of education and meaningful experience from which comparable knowledge is proven may be considered.
