The Business Analyst – CMS ONC Interoperability is responsible for supporting enterprise healthcare interoperability initiatives by translating business requirements into technical solutions that enable secure, accurate, and compliant data exchange. This role serves as the liaison between business stakeholders and technical teams to ensure successful implementation of interoperability solutions. Primary responsibilities include gathering and documenting business and technical requirements, supporting FHIR and API-based integrations, and validating data pipelines and interoperability workflows. This position plays a key role in ensuring compliance with CMS interoperability standards while improving data quality and operational efficiency.
Key Responsibilities
- Gather, analyze, document, and validate business and technical requirements for interoperability initiatives.
- Translate business needs into functional specifications, data mappings, API requirements, and process workflows.
- Support ELT/ETL data integration processes and troubleshoot data quality, ingestion, and pipeline issues.
- Perform source-to-target data mapping for FHIR R4 resources, implementation guides, and healthcare data standards.
- Validate FHIR APIs, JSON payloads, and interoperability transactions using testing tools and validation frameworks.
- Collaborate with technical teams to support interoperability platform configuration, deployments, monitoring, and issue resolution.
- Conduct impact analysis, data lineage documentation, and business process assessments.
- Support end-to-end system testing, data reconciliation, API validation, and quality assurance activities.
- Work closely with internal stakeholders and external partners to define business requirements and acceptance criteria.
- Develop and maintain business documentation, including business rules, mapping documents, data dictionaries, and standard operating procedures.
- Support data governance, metadata management, and compliance initiatives related to healthcare interoperability.
- Communicate project status, technical concepts, and business impacts to both technical and non-technical audiences.
Minimum Education & Experience Requirements
- Bachelor''''''''s degree in Computer Science, Information Systems, Data Management, Healthcare Informatics, or a related field required.
- Master''''''''s degree preferred.
- Minimum of five (5) years of Business Analyst experience supporting technical or data-focused initiatives.
- Experience working with healthcare data, interoperability solutions, APIs, or data engineering environments required.
- Experience supporting healthcare payer, provider, or clinical systems preferred.
- Experience with healthcare interoperability standards such as FHIR R4 and HL7 preferred.
Special Requirements
- Ability to successfully complete a technical Business Analyst interoperability assessment during the interview process.
- Experience supporting healthcare interoperability initiatives aligned with CMS and ONC regulations preferred.
- Ability to work remotely with the flexibility to attend occasional onsite meetings within the regional office area as business needs require.
Knowledge, Skills, and Abilities
- Strong understanding of business analysis methodologies and software development lifecycle practices.
- Knowledge of ELT/ETL processes, SQL, JSON, REST APIs, and data validation techniques.
- Familiarity with FHIR R4, HL7, healthcare claims, clinical, provider, and member data models.
- Experience creating source-to-target mapping documentation and business process workflows.
- Ability to analyze complex data integration requirements and identify effective solutions.

Additional Desired Characteristics
- Experience with healthcare interoperability platforms such as SmileCDR, HAPI FHIR, or similar technologies.
- Experience with streaming technologies such as Kafka, Confluent, Apache Flink, or comparable platforms.
- Familiarity with data observability and monitoring platforms.
- Experience with modern cloud data platforms, data lakehouse technologies, or analytics engineering tools such as dbt.
- Knowledge of CMS interoperability programs, Patient Access APIs, payer-to-payer exchange, and related healthcare regulations.
- Professional certifications in Business Analysis, Healthcare IT, Cloud Technologies, or Data Engineering are a plus.
Work Environment
- Primarily remote work environment.
- Preference for candidates located within the regional office area who can attend onsite meetings approximately two to three days per week as needed.
- Standard business hours with occasional flexibility required to support project deadlines and stakeholder meetings.
- Minimal travel may be required based on project or business needs.
