This County Fiscal Officer 3 position serves as the Lead Fiscal Officer for our growing team at the Wayne County Office of Human Services. You will provide agency-wide oversight for the combined and streamlined fiscal functions of county programs including Aging, Transportation, Children and Youth, Drug and Alcohol, and Behavioral Health. Work involves supervising a team of fiscal staff; applying professional accounting principles to manage budgets, financial reporting, audits, and cost allocations; and ensuring accuracy and compliance for program reporting. In this position, you will perform the following duties:
- Staff Supervision: Directly supervise five fiscal officers, approve timesheets and leave, and conduct performance evaluations
- Accounting and Reporting: Prepare financial statements, reconcile accounts, and ensure adherence to state, federal, and agency specific reporting standards and requirements
- Budget Management: Oversee budget preparation, monitoring, and revisions in line with grant regulations
- Audit and Compliance: Conduct internal audits and maintain cost allocation processes aligned with federal requirements
- Process Improvement: Develop and implement enhancements to accounting systems, procedures, and controls
- Collaborative Leadership: Work with other fiscal and administrative leadership personnel to ensure compliance with human resource and payroll policies as well as alignment with county accounting policy and procedures
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Irregular work schedule including evenings, weekends, or holidays may also be required.
- This position may require overnight travel or out of county travel for meetings or training.

QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as a County Fiscal Officer 2; or
- Five years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or
- Three years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or
- An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

- You must pass a background investigation.
