We are seeking a Business Analyst with Master Data Management (MDM) specialization to define, govern, and evolve the master data strategy across key healthcare payer data domains. This hybrid role combines the requirements and stakeholder skills of a senior BA with the technical and governance rigor of an MDM practitioner who can work with business data owners to define what good data looks like, and with engineering teams to make it a reality.
The successful candidate will bring hands-on experience governing member, provider, and product master data in a payer environment, with a strong understanding of data quality challenges, cross-system identity resolution, and the downstream impact of poor master data on claims processing, regulatory reporting, and member experience.
Primary Responsibilities
MDM Strategy & Design
• Define and document master data strategy for core payer data domains — Member/Enrollment, Provider, Product, Broker/Agency, and Drug/Pharmacy — including golden record definitions, matching rules, and survivorship logic.
• Analyze source systems — spanning on-premises relational systems (DB2, Oracle), virtual integration layers (Denodo), and cloud-native platforms — to identify data quality issues, duplication patterns, and identity resolution gaps.
• Design cross-reference (xref) table structures and hierarchy management frameworks to resolve entity identities across heterogeneous source systems.
• Define SCD (Slowly Changing Dimension) patterns and history table requirements to support member and provider lifecycle tracking across enrollment, plan changes, and disenrollment events.
Business Analysis
• Lead requirements workshops with data stewards and domain owners to document business rules, data hierarchies, integration requirements, and stewardship workflows for MDM domains.
• Produce source-to-target mappings, business rule documentation, and functional specifications for master data transformations and curated data layer designs.
• Assess data quality issues in current master data — including duplicate member records, provider identity conflicts, and plan classification inconsistencies — and define remediation strategies in collaboration with engineering teams.
• Support the definition of metadata and lineage requirements for master data, ensuring data stewards can trace golden record provenance across the platform.
Governance & Stewardship
• Facilitate data stewardship programs across business domains — establishing ownership, accountability, issue escalation, and exception handling processes for master data.
• Develop and maintain a business glossary and data dictionary for master data domains, ensuring consistent definitions across business and technical teams.
• Contribute to enterprise data governance frameworks aligned with DMBoK standards, HIPAA data handling requirements, and CMS reporting obligations.
• Support UAT and validation of MDM-related deliverables including cross-reference resolution accuracy, SCD pattern correctness, and golden record completeness.
Minimum Qualifications
• Bachelor''s degree in Business, Data Management, Information Systems, or a related field.
• 7+ years of combined BA and MDM experience, with at least 4 years in hands-on MDM design, implementation, or governance within a healthcare payer or provider organization.
• Deep understanding of payer master data domains: member identity management, provider credentialing and affiliation, organization hierarchies, and drug/pharmacy classification.
• Experience with MDM platforms — Informatica MDM, Reltio, or equivalent — including configuration of matching, survivorship, and hierarchy management capabilities.
• Strong SQL proficiency for data profiling, duplicate analysis, and cross-reference validation across relational databases including DB2 and Oracle.
• Knowledge of data modeling concepts: ER diagrams, dimensional models, SCD patterns, and cross-reference table design.
Preferred Experience
• Familiarity with modern data catalog and metadata management platforms for MDM lineage tracking, stewardship workflow management, and business glossary integration.
• Experience working in environments where master data is surfaced through virtual integration layers (Denodo or equivalent), including understanding of how golden records are exposed and consumed downstream.
• Understanding of enrollment source systems common in Medicare Advantage environments — including enrollment communication systems, integration client systems, and individual plan application tracking platforms.
• Exposure to Google Cloud Platform data platform concepts — particularly cloud-native data storage and transformation services — sufficient to frame MDM requirements in a modern cloud context.
• Strong facilitation, documentation, and communication skills; proven ability to translate complex data governance concepts for both technical and business audiences.
