Position Summary
Reporting to the Manager, Special Taxes, this position oversees the daily processing of Alcoholic Beverage, Hotel/Motel/Short-Term Rental, and Vehicle Rental Tax. Key responsibilities include maintaining and reconciling the Special Tax Division database, resolving exceptions or unbalanced transactions, and managing the delinquent accounts list. The role also includes processing new account registrations, handling annual renewals, and updating taxpayer account information.
The Treasurer’s Office is seeking a Special Tax Analyst to work directly with businesses, support the collection of outstanding tax payments, and provide exceptional customer service on behalf of the Treasurer. This role requires balancing positive, trust-based relationships with the responsibility of ensuring timely and accurate payment compliance. The analyst reviews records, reports, and documentation to verify compliance and provides analytical support to departments outside the Treasury division as needed.
The ideal candidate will demonstrate professionalism, trustworthiness, strong communication abilities, and exceptional attention to detail. They should be able to work independently with minimal supervision while also contributing effectively to a collaborative team environment.
The Special Tax Team consists of a manager and three in-office analysts, supported by two treasury agents who conduct field engagement with taxpayers.

Duties
- Monitors and investigates information related to outstanding debts and tax bills.
- Documents findings and corresponds with taxpayers regarding payment errors, discrepancies, or required corrections.
- Performs routine system and data backups on a daily, weekly, and monthly basis.
- Processes, monitors, and reports on all functions within each special tax category, including generating and distributing required reports.
- Develop proficiency with remittance processing systems and internal Treasury applications.
- Maintain and manage taxpayer information used by Treasury Agents, including assisting with task-list creation and updates.
- Learn and adhere to the Allegheny County Treasurer’s internal systems and submission procedures for Alcoholic Beverage, Hotel/Motel/Short-Term Rental, and Vehicle Rental Tax.
- Provides technical assistance via telephone.
Performs other related duties as required.
Knowledge

Minimum Requirements
- High School Diploma or its equivalent.
- Two (2) years of experience as a tax administrator, collections specialist, or similar field.
- Auditing experience or previous experience as a Collection Specialist or similar role is preferred.

Allegheny County within 1 year.
