WORK EXPERIENCE: The application must clearly show one (1) year of full-time experience directing the work of others and/or administering the operation of public programs. Preferred experience with street and/or park maintenance practices and programs, asset management, and operations administration. (Less than full-time experience will be calculated on a pro-rated basis.)
EDUCATION/TRAINING: The application must clearly show a High School Diploma or GED Equivalency.

- Supervises, manages and coordinates personnel in the planting, maintenance, removal and replacement of trees lining City streets and within City parks, wooded areas and vacant lots owned and operated by the City of Pittsburgh.
- Supervises and coordinates personnel and/or crews who clean, repair and maintain streets, right-of-ways, sewers, parks, playgrounds, trails, ball fields, sidewalks and other structures in an assigned division or geographic area.
- Supervises and coordinates personnel and/or crews of laborers, truck drivers, sweeper operators, tractor operators, skilled laborers, general laborers and heavy equipment operators in cleaning, maintaining, and repairing assigned parks and recreation centers, and in constructing and maintaining streets, steps, sewers, sidewalks and other structures in assigned divisions or geographic area.
- Oversees cleaning and/or maintenance of turf, courts and ball fields; directs other activities, including street sweeping, clearing out sewers, cutting weeds, salting streets and steps, leaf removal, emptying litter cans, etc.
- Oversees repair activities, including repair or reconstruction of sewers, street patching, rebuilding steps, and grounds keeping and light construction, (including fences, sidewalks, playground equipment, etc.).
- Inspects work daily while in progress and upon completion to ensure quality of work and adherence to departmental and safety standards and procedures (e.g., playground equipment compliance with ASTM standards, etc.), in accordance with established task/frequency schedules and park maintenance program information.
- Directs the safe operation of assigned motorized equipment; recommends preventive maintenance on assigned equipment.
- Supervises assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance.
- Directs the set up and dismantling of bleachers, stages, barricades, bike barrier, risers and bandstands for special events.
- Inspects streets, sidewalks and other structures in assigned division and/or geographic area for problems.
- Schedules work crews and may deliver crew and equipment to job site; coordinates and schedules work activities with other City Departments as requested or required.
- Maintains and prepares accurate reports on payroll, job assignments, asset management system, preventive maintenance, disciplinary action, sick leave, overtime, mileage, equipment usage, playground inspections, etc.
- Oversees and coordinates the resources (personnel, materials, equipment) to properly maintain "green" infrastructure improvements such as retention ponds, previous paving, green roofs, tree pits, etc.
- Incorporates Best Management Practices (BMP's) in the daily/weekly/monthly/yearly/seasonal maintenance of all city assets in a division and/or geographic area.
- Handles complaints from the public and other City Departments.
- Orders approved tools and supplies necessary to complete assignments in accordance with departmental procedures.
- Assists in preparing budgets for area and monitoring costs of operations.
- Maintains records/documents, both manually and/or by programmable electronic device (i.e. IPAD, etc.)
- Serves as department liaison with other City departments, outside agencies, etc. on assigned projects.
- Plans, develops, directs, coordinates, organizes and controls the materials, equipment and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.
- Manages area of responsibility in strict accordance with applicable laws, regulations, policies and union agreements to ensure fair and standardized treatment of employees.
