Position Summary
This incumbent in this position reports to the Manager of Property Valuation within the Office of Property Assessment (OPA) and supervises the daily workflow of Valuation Analysts and Assessors.
Duties
- Oversees the work performed by the staff of Valuation Analysts and Assessors.
- Interfaces with the staff of Workflow Technicians who analyze and enter the residential and commercial/industrial real property data collected by Assessors into the Integrated Assessment System.
- Works with OPA management, Workflow Administrator, and Legislative Acts Administrator to help ensure that all tasks are completed efficiently, effectively, and in a timely manner.
- Assigns staff to participate in appeal hearings.
- Performs intricate level problem-solving and research.
- Provides production and progress reports, as well as schedules field and in-office tasks.
- Makes staff disciplinary and appraisal-related policy and procedure recommendations to the Manager of Property Valuation and Operations Manager as needed.
- Conducts appraisals, valuations, and signs-off on values as needed.
- Performs other duties as assigned.

- Operations and various policies and procedures of OPA is preferrable.

Minimum Requirements
- High school diploma or its equivalent.
- A minimum of five (5) years of real estate or appraisal field experience, to include three (3) years experience in property analysis for assessment or appraisal purposes.
- Must maintain Certified Pennsylvania Evaluator (CPE) Licensure in good standing and must participate in the state-mandated continuing education coursework to maintain CPE certification. CPE License, which shall include the PA state license number, is required at the time of application submission.
- An equivalent combination of education and experience may be substituted.
A valid driver’s license and a vehicle with current automobile insurance coverage are mandatory, prior to, or at the time of appointment.
Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status as required for the position.
Residency
Allegheny County within 1 year.
