Qualifying Requirements:
Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status via email.

WORK EXPERIENCE: The application must clearly show three (3) years of full-time engineering experience, which includes two (2) years of experience as a design and/or resident engineer on major construction projects.  (Less than full-time experience will be calculated on a pro-rated basis.)

EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree in Civil Engineering or a related Engineering field.  Engineering In Training Certification is preferred.  (See NOTE under General Application Requirements regarding education/training verification.)

EQUIVALENCY:  Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above).  The Total Qualifying Requirement is seven (7) years.  (See NOTE under General Application Requirements regarding education/training verification.)

  • Supervises and directs the design and/or management of construction of simple to moderately-complex, unstructured, multi-disciplined City Capital projects in assigned specialized area (e.g., traffic and streets, bridges and structures, surveys and drafting, etc.). 

  • Supervises assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required. 

  • Prepares RFP's for consultant services, bid documents, ordinances, resolutions, deed searches, etc., for the full implementation of City Capital projects; reviews shop drawings; designs approved internal research studies for assigned projects. 

  • Reviews all reports and studies prepared by assigned personnel to monitor progress and to identify problems and delays; recommends approval of change orders and requisitions for payment, etc. 

  • Identifies problems and potential hazards in all phases of work on assigned projects; advises Project Manager on a timely basis; recommends and implements approved corrective action in order to adhere to schedule and project budget. 

  • Meets with representatives of other governmental agencies, City Departments, consultants, contractors, and public on proposed projects and problems arising in the work, etc. 

  • Directs the performance of work performed in-house and under consultant and contractor agreements. 

  • Ensures that RFP's, specifications, designs, contract provisions, and work performed comply fully with applicable federal, state, and local laws and regulations. 

  • Initiates payment forms for work performed by consultants and/or contractors. 

  • Maintains records and prepares accurate reports, correspondence, etc., as requested or required. 

  • Travels to potential or active construction sites to meet, inspect, consult, and relay conditions to Project Manager, which requires navigating uneven terrain, climbing steps and ladders, etc., in varying weather conditions.
  • Plans, develops, directs, coordinates, organizes, and controls the materials, equipment, and personnel under jurisdiction toward the effective, efficient, and economical attainment of program goals, including maximum convenience to the public and safety of employees. 

  • Manages area of responsibility in strict accordance with applicable laws, regulations, and established policy, including union agreements, to ensure fair and standardized treatment of employees. 

  • Performs in-house design tasks. 

  • Performs other related tasks and duties as assigned or required.
