This position focuses on monitoring weatherization and energy assistance programs to ensure compliance with technical requirements and quality standards. As a Weatherization Specialist 2, you will perform the following duties:

  • Technical Monitoring: Conduct field reviews of Weatherization Assistance Program and Low Income Home Energy Assistance Program activities to check adherence to regulations and quality expectations
  • Inspection Work: Assess completed and in progress weatherization tasks in homes to verify compliance with Standard Work Specifications and federal program rules
  • Data Evaluation: Use information from the Hancock Software system to provide meaningful feedback on program effectiveness and operational needs
  • Agency Support: Serve as a first contact for local agencies to help resolve technical issues, as well as ensure necessary equipment and resources are available
  • Program Input: Contribute to development and improvement of technical aspects of new program policies or special initiatives
  • File Review: Examine subgrantee client files to confirm accuracy, completeness, and compliance with federal and departmental guidelines

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • This position is home headquartered. In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. 
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Weatherization Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of experience planning, directing, or coordinating activities of a local weatherization program for a state, county, municipality, private non-profit corporation, or other organizations providing weatherization services; or
  • Two years of tradework experience in carpentry, HVAC, or weatherization projects and two years of experience in contract management, materials and equipment management, managing construction/rehabilitation inspections of buildings, or closely related work. Nine college credits in architecture or engineering, or completion of post-high school education in building science, carpentry, or HVAC may be substituted for one year of the tradework experience. Graduation from a four year college may be substituted for two years of the non-tradework experience; or
  • Any equivalent combination of experience and training.

Other Requirements:

  • You must reside in or be willing to relocate to one of the following central and southeast counties:  Adams, Berks, Bucks, Carbon, Centre, Chester, Clinton, Cumberland, Dauphin, Delaware, Franklin, Fulton, Huntingdon, Juniata, Lancaster, Lebanon, Lehigh, Mifflin, Monroe, Montgomery, Northampton, Northumberland, Perry, Philadelphia, Schuylkill, Snyder, Union, or York.
  • You must obtain a certified Quality Control Inspector (QCI) certification within 1-year of hire
