This position supports civil rights outreach and community engagement efforts across the state. The role helps strengthen local relationships and ensures that communities have the resources needed to address discrimination-related concerns. As a Human Relations Representative 2, you will perform the following duties:

  • Community Outreach: Engage communities in efforts to prevent and address discrimination through outreach and support activities
  • Conflict Mediation: Provide facilitation, mediation, and conflict resolution services to help reduce civil rights related tensions
  • Training Delivery: Offer training and consultation to public officials and community groups to build skills in managing civil rights concerns
  • Coalition Building: Develop partnerships with agencies, organizations, and local leaders to strengthen proactive civil rights efforts
  • Event Coordination: Assist with planning and organizing community events, town halls, and responses to emerging issues
  • Program Support: Contribute to documentation, reporting, and other tasks that advance the mission of the PHRC

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Work hours/days may vary depending on traveling out into the field, host trainings/community events in the evenings (sometimes weekends).
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Relations Representative 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of professional administrative investigative, criminal investigative, regulatory investigative, or civil or human rights experience involving gathering evidence, interviewing, and reporting investigative findings; and a bachelor’s degree that includes 12 credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field; or
  • An equivalent combination of training and experience, that includes 12 college credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field.
