In this critical leadership role, you will oversee daily field operations for hospital, outpatient, clinical, and healthcare facility construction projects, ensuring work is completed safely, efficiently, and in compliance with healthcare industry standards.   • Coordinate subcontractors, vendors, facility leadership, and project stakeholders to ensure project milestones are achieved.

  • Maintain compliance with safety regulations, infection control requirements (ICRA), and healthcare construction standards.

  • Monitor project schedules, budgets, quality measures, and field productivity.

  • Resolve construction and operational challenges while minimizing disruptions to patient care and clinical services.

  • Conduct site inspections, oversee quality control, and ensure adherence to design specifications and regulatory requirements.

  • Foster a culture of safety, accountability, and continuous improvement on all project sites.

Purpose:
Directs all activities required to successfully complete a variety of building and renovation projects throughout UPMC and its entities, including contract negotiations, administration, project estimates, scheduling and material acquisition. As the owner's representative at various construction sites, directs and coordinates the activities of trade groups and sub-contractors.
Responsibilities:
 

  • Represent UPMC and fulfill the duties of Project Safety Director for projects, ensuring proper Infection Control Risk Assessment containment (ICRA) and maintaining the integrity throughout the course of the project. In addition, verify that safety barriers and lighting are properly placed, attend all required safety meetings, act as liaison to the corporate insurance agent to ensure proper OSHA standards, inspect all project, shop and storage areas for the safe operation of equipment and that all safety regulations are followed by staff and subcontractors, implementing corrective action as necessary. Implement procedures to ensure that all project sites, shops and storage are secured at the end of each shift.
  • Ensure all projects are tracked via the TMS Work Order System and properly coded for labor reimbursement, as needed.
  • Collaborate with the Sr. Project Manager, Resource Manager, outside vendors, subcontractors, design professionals and maintenance staff to deliver comprehensive satisfaction to the end user of all assigned projects. Conduct on-site inspections to ensure project remains on schedule and abides by the specifications.
  • Coordinate and direct the efficient use of manpower, establishing and communicating daily work schedules to meet scheduled deadlines. Implement innovative scheduling strategies to maximize the use of available resources, coordinating with other departments, as needed.
  • Establishes and maintains written project timelines, communicating them as required. Arrange for necessary regulatory inspections consistent with the project schedule. Collaborate with the Project Manager on any issues within the project that impact the established completion schedule.
  • Ensure all department policies and procedures, safety, training, information systems, working standards, etc., including ICRA procedures are observed to ensure optimum efficiency.
  • Review and assist in preparation of, when necessary, the contract documents for each project before estimating, including provisions of general or special conditions. Review the construction documents for completeness, accuracy, constructability and value-engineering ideas. Compile an accurate estimate of assigned projects, including cost of materials, labor, equipment, subcontractor work, etc.; bidding or negotiating costs of subcontractors or materials to obtain the best price. Monitor the work performed by outside subcontractors to ensure that the work is completed properly, on schedule and meets required standards. Monitor project close-out, record drawings with all approved changes and expedite completion of the punch list.
  • Responsible for reinforcing the department's operating goals and objectives and managing all projects, meeting all regulatory and compliance guidelines, including security permits, as necessary. He/she will maintain a current knowledge of internal and external regulations and impact on the construction process.
  • Develop and monitor project budgets, including the compilation of cost estimates and implementation of a project management plan. Collaborate with the Resource Manager, Sr. Project Manager, and Director on all matters regarding project budgets, including the estimate or review and submission of timely change proposals, collaborating on a regular basis to review the job cost report.
  • Represent the Department at project related meetings, including pre-construction and attend technical meetings for the purpose of reviewing job progress or issues at the job site. Communicate with Infection Control, Environmental Health and Safety, Security, Owner, Architects and other various support departments to provide efficient interaction and necessary notifications. Investigate and respond to customer complaints in a timely manner.

High school diploma or equivalent required. Trade school, Vocational-Technical or Union approve apprenticeship preferred.10 years of construction management experience is required including 3 years in front-line construction project management. Knowledge of hospital construction and healthcare equipment preferred. Ability to develop and monitor budgets for construction projects required. Good leadership, collaboration, communication and teamwork skills required. Must be proficient in Microsoft Word, Excel, Project with the ability to operate computerized building management systems and CMMS systems.
Licensure, Certifications, and Clearances:
Must possess appropriate license or registration to meet code requirements, as needed.
