The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for a LCB Licensing Specialist in the Bureau Of Licensing, Licensing Evaluation Division. In this role, you will be responsible for performing advanced technical work in the regulatory review of liquor license and permit applications. This will support the selective licensing program and develop licensing training for Licensing Bureau employees. This position focuses on reviewing and evaluating liquor license and permit applications to support the Pennsylvania Liquor Control Board. The work ensures that applicants meet all legal and regulatory requirements before a license is issued. As a LCB Licensing Specialist, you will perform the following duties:

  • Application Review: Examine and evaluate license and permit applications to determine eligibility under state laws
  • Legal Document Checks: Assess agreements, orders, and other legal documents to verify accuracy and compliance
  • Case Research: Review files and investigation reports for past violations or issues that affect application status
  • Decision Documentation: Prepare summaries of findings and create correspondence that explains deficiencies or required actions
  • System Updates: Enter and maintain data in POSSE and PLCB+ systems to track application progress
  • Public Assistance: Provide case updates and answer inquiries from applicants, attorneys, legislators, and agency staff

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with 60-minute lunch. Work hours may be negotiable.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to four days per week with one day per week in the Northwest Office Building in Harrisburg. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.   • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience as an LCB Licensing Technician 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of clerical, administrative, or para-professional experience supporting a legal, licensing, or other regulatory program requiring the application of statutes, program policies, and industry regulations, and graduation from high school; or
  • An equivalent combination of experience and training.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements: 

  • You must pass a background investigation.  An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
