Position Summary
This is responsible administrative, management and professional work in planning, directing and coordinating county-wide activities or a program in the field of Environmental Health.
An employee in this class assists an upper-level administrator in the administration of a county-wide program or complex activities. The work in this class is distinguished from the Environmental Health Administrator I by the variety and importance of the assigned duties and the greater degree of required initiative and independent judgment. The employee assists an upper-level administrator in a variety of technical and administrative activities such as directing and controlling environmental health programs, evaluating results, recommending program changes, sound budgeting and expenditure control programs and effective personnel utilization. The employee directly performs these duties when assigned to administer an Environmental Health program in the field. Supervision may be exercised over lower administrator, professional, trainees, and clerical personnel. Limited supervision is received from an upper-level administrator who evaluates work for adherence to department policies and procedures and accomplishment of objectives.

Duties
- Assists in directing, planning, establishing and implementing standards for a county-wide program of environmental health including sewage enforcement, solid waste, wastewater, housing, including code enforcement control of animal diseases transmissible to man, or oversees a major program area in a county-wide Environmental Health program.
- Formulates standards for compliance with controlling legal requirements; confers with county solicitors concerning legal aspects, proposed legislation and enforcement problems.
- Participates in the formulation of policy with higher level administrators and with other major staff members.
- Assists in coordinating the work of Environmental Health with other aspects of the total public health program.
- Evaluates county-wide Environmental Health programs in accordance with established standards.
- May represent the department with business, educational and civic groups on subjects relating to Environmental Health; stimulates interest and community support in Environmental Health.
- Assists in planning, developing and directing training programs for employees working in Environmental Health.
- In the engineering specialty, supervises and participates in analysis of small sewage treatment equipment, devices and water plants; works with other departments and community officials to develop plans for sanitation facilities.
- Supervises lower-level administrators, professionals, technicians and clerical personnel.
- Responds to Public Health emergencies as assigned by the Health Department.
- Performs other duties as required or requested.

Minimum Requirements
One year of experience as an Environmental Health Administrator I or equivalent.
OR
Master’s Degree in Public Health with a major concentration in Environmental Health or a field related to Environmental Health, such as Public Administration and four (4) years of professional environmental health work experience, including two (2) years in management, one (1) year of which may be in supervision.
OR
Bachelor’s Degree with major course work in the biological sciences, sanitary sciences, chemistry or other fields closely related to environmental health and five (5) years of professional environmental health work including two (2) years in a management capacity, one (1) year of which may be in supervision.
OR
Any equivalent combination of experience and training.
AND
Necessary Special Requirement: Must obtain a Sewage Enforcement Officer License within six (6) months of starting the position.

Allegheny County Civil Service Employees (Non-ACHD)
Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose
To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.
In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.
