Human Resource Analyst 1 (Local Government)

This position supports personnel administration for a large and diverse human services workforce, ensuring accuracy, compliance, and smooth operations. As a Human Resource Analyst 1, you will perform the following duties:

  • Record Management: Maintain accurate, confidential personnel records in line with Merit System and county requirements
  • Supervision Duties: Guide, train, and review the work of the Human Resources Assistant and set clear priorities
  • Policy Compliance: Apply Civil Service rules, regulations, and procedures when processing personnel actions
  • Recruitment Support: Coordinate outreach efforts, attend job fairs, and support hiring activities for Merit System positions
  • Applicant Guidance: Provide clear information to applicants and employees regarding hiring steps, promotion processes, and related procedures

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are typically 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Employee may have irregular hours, including evenings, weekends or holidays.
  • Employee may have overnight travel or out of County travel for meetings or training.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

 QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience in the performance of technical human resource duties; and a bachelor’s degree; or
  • Any equivalent combination of experience and training.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements: 

  • You must pass a background investigation.
  • A conditional offer of employment will require a drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
