Position Summary
The Unit Manager is responsible for the oversight, coordination, planning, and support of the housing unit. The incumbent is responsible for utilizing an interdisciplinary approach to ensure that the housing unit runs efficiently and that the needs of the incarcerated individuals are being met. The Unit Manager reports directly to the Major of Unit Management. Normal works hours are Monday through Friday; however, schedules must be flexible to meet the needs of the unit. Evening and weekend work may be required when additional support is needed.
Duties
- Supervises employees assigned to the housing unit, to include monitoring and evaluating.
- Plans, coordinates and directs, daily, the security and treatment programs within designated housing unit.
- Consults with higher level staff in reviewing reports, proposals and operations of the housing units to prioritize projects and workloads.
- Coordinates with all departments in the jail utilizing a resolution focused approach.
- Evaluates security operations for the housing units.
- Confirms required posting are accessible to the incarcerated population (PREA, new procedures, commissary schedules etc.).
- Conducts daily rounds on each unit and ensures that all required forms are displayed for the housing unit, and that the forms are collected (grievances, Jail Liaison Forms, medical requests etc.).
- Investigates grievances brought forth by the incarcerated and for staff assigned to the housing unit.
- Resolves complaints from the incarcerated population.
- Addresses day-to-day concerns of unit staff and provides feedback to unit staff and incarcerated individuals, providing the incarcerated with a resolution to their concerns.
- Ensures housekeeping plans are developed and posted.
- Implements improvements that will support both the incarcerated individual and employees.
- Prepares utilization/monitoring reports and additional data or reports as needed for submission and review by Major of Unit Manager.
- Assists the Major of Unit Management with development and implementation of policies and procedures.
- Manages facility service requests ensures submission and follow-up of work orders through resolution.
- Participates in weekly and monthly Program Review Committee (PRC) meetings for incarcerated individuals on the housing unit. Unit managers may be assigned to chair PRC meetings as directed by the Major of Unit Management.
- Reviews use of force reports and video.
- Makes recommendations for improvement and implement process improvement strategies to the Major of Unit Management.
- Assists those with language barriers and those with hearing impairments in gaining access to interpretation services.
- Performs other related duties as assigned or directed.

Minimum Requirements
- A bachelor’s degree in Social Work, Psychology, Sociology, Criminal Justice or a related field.
- Two (2) years working in security with an incarcerated population or supporting the needs of an incarcerated population.
- One (1) year of supervisory experience is required.
- An equivalent combination of education, and experience is acceptable. Education may not be substituted for supervisory experience.
Act 33/34 clearances are required prior to appointment. Applicants Must be able to obtain and maintain NCIC clearance for duration of employment.
It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screening must be completed within 48 hours of acceptance of the conditional offer of employment.
