The position is embedded full-time at the Commonwealth Technical Institute at the Hiram G. Andrews Center (CTI at HGAC) in Johnstown, PA. CTI at HGAC provides vocational training and comprehensive rehabilitation services to individuals across the state of PA. Through an intergovernmental agency agreement, the University of Pittsburgh develops, implements, and operates clinical programs at HGAC, including the Cognitive Skills Enhancement Program (CSEP). The goal of CSEP is to improve employment outcomes for transition-aged individuals with cognitive disabilities by increasing awareness of strengths, limitations, and impact of disability through development of social-emotional and executive functioning skills.
Contributes to the development of strategic goals and plans for clinical services. Assists with human resource actions. Identifies funding opportunities and prepares grant proposals. Conducts clinical therapy services as directed.
PROGRAM MANGER-CSEP

Location: Commonwealth Technical Institute at the Hiram G. Andrews Center (CTI at HGAC), Johnstown, PA — full-time, in-person.
OVERVIEW
The Cognitive Skills Enhancement Program (CSEP) improves employment outcomes for transition-aged individuals with cognitive disabilities through social-emotional and executive functioning skill development. The Program Manager/Coordinator provides leadership and operational oversight for therapy providers, manages daily program operations, and delivers direct clinical services. The role also serves as a key liaison with the Pennsylvania Office of Vocational Rehabilitation (OVR) and other partner agencies.
KEY RESPONSIBILITIES
-Lead daily operations across all CSEP service tiers; supervise staff including hiring, performance reviews, scheduling, and HR administration.
-Provide evidence-based individual and group counseling, psychotherapy, and cognitive rehabilitation; conduct assessments and develop individualized treatment plans.
- Coordinate with OVR, CTI at HGAC staff, and external partners on referrals, service planning, and case consultation.
-Ensure quality assurance, accurate clinical documentation, and compliance with regulatory and confidentiality standards.
-Lead individual and group clinical supervision for therapy providers, student employees, and interns.
-Maintain program data systems and prepare outcome reports for supervisors and partner agencies.
QUALIFICATIONS
-Master's degree in Counseling, Rehabilitation Counseling, Psychology, Social Work, or related field.
-Minimum 3 years of relevant clinical experience with individuals with cognitive and/or behavioral health disabilities.
-Experience in individual and group counseling, clinical assessment, and multidisciplinary rehabilitation settings.
-Strong organizational, communication, and leadership skills.
PHYSICAL REQUIREMENTS
In-person, on-campus daily presence required at CTI at HGAC in Johnstown, PA. Primarily sedentary with on-site clinical service delivery.
