This role focuses on providing strategic direction, administrative oversight, and leadership for initiatives that strengthen organizational capability and support DMVA priorities. Serving as the Division Chief for the Division of Program Initiatives, Grants, and Training, you will perform the following duties:

  • Executive Leadership: Direct division operations, establish priorities, allocate resources, and oversee performance across program areas
  • Strategic Initiatives: Guide enterprise projects that improve organizational effectiveness, workforce readiness, and long-term sustainability
  • Organizational Development: Lead modernization efforts, support workforce and leadership development, and strengthen collaboration and innovation
  • Governance Oversight: Manage grants governance, administrative standards, compliance requirements, and performance expectations
  • Performance Evaluation: Develop analytics, dashboards, and metrics to assess trends and recommend improvements
  • Executive Collaboration: Prepare briefings, provide strategic guidance, and work with internal and external partners to support DMVA priorities

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to five days per ten-day pay period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Annville. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 4 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Eight years of experience in progressively responsible and varied management or staff work, including personnel management, fiscal management, budgeting, or procurement; and such training as may have been gained through graduation from a four year college or university; or
  • Any equivalent combination of experience and training.

Additional Requirements:

  • You must pass a background check to obtain and maintain access to federal computer networks.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Experience managing an organizational unit, such as a bureau, division, or section, through subordinate managers or supervisors, including setting priorities, allocating resources, and evaluating performance
  • Experience developing goals and initiatives that support an organizational strategic plan and ensuring those goals are achieved
  • Experience overseeing grants administration, grants governance, or grant compliance, including fiscal stewardship and reporting requirements
  • Experience developing or overseeing workforce development, leadership development, or training programs
  • Experience managing complex programs or enterprise initiatives, including piloting, evaluating, and transitioning them into sustained operational ownership
  • Experience applying Lean, Knowledge Management, business process improvement, or emerging technologies such as artificial intelligence to improve operations
  • Experience building, using, or overseeing the adoption of Microsoft Power Platform tools, such as Power Apps, Power Automate, or Power BI, or similar low-code tools to improve business processes
  • Experience developing policies, administrative procedures, or internal controls
