POSITION SUMMARY

The Executive Director is the chief executive of Arc, Fayette and is accountable to the Board of Directors for the agency’s mission, culture, quality of services, regulatory compliance, financial health, and long-term direction. As a provider of services for individuals with intellectual disability and autism funded through the Office of Developmental Programs (ODP), the Executive Director ensures that supports are safe, person-centered, and community-integrated, and that the agency meets the requirements of 55 Pa. Code Chapter 6100, applicable licensing regulations, and ODP’s ongoing policy and program changes. The Executive Director leads and influences the agency toward sustainable growth by directing strategy and operations, managing agency assets, optimizing financial operations, developing leaders and staff, and executing special business projects, and reports on the agency’s results to the Board of Directors.

In addition to the duties and ODP requirements below, the Board seeks an Executive Director who:

  • Leads the agency into its next phase. Brings vision and strategy that align with ODP’s direction, builds scalable systems and a strong leadership bench, and positions Arc, Fayette for stable, mission-aligned growth.

 JOB DESCRIPTION

Mission, Strategy & Leadership

  • Develops and directs organizational strategy in partnership with the Board, including measurable goals, and reports progress on a regular schedule
  • Leads organizational change and growth, evaluating new services and opportunities against mission, capacity, and financial sustainability
  • Develops organizational policies, procedures and philosophies, and reviews them regularly to reflect regulatory and ODP changes
  • Develops administrative procedures and operations, documents key processes, and evaluates their effectiveness

Culture, Communication & Accountability

  • Upholds and models Arc, Fayette’s Code of Conduct, Values and Ethics
  • Builds and sustains a positive, respectful, mission-driven culture and addresses conduct that is inconsistent with it
  • Establishes structured, two-way communication and feedback channels for staff and communicates transparently with staff, individuals served, families, and the Board
  • Defines clear roles, expectations, and decision-making authority throughout the agency, and holds leaders and staff accountable for results
  • Develops leaders and plans for leadership succession

ODP Compliance, Quality & Safety

  • Ensures the safety, rights, and protection of the individuals served, and that supports are person-centered and promote community participation, choice, and competitive integrated employment
  • Ensures compliance with all regulatory requirements, including 55 Pa. Code Chapter 6100, applicable licensing regulations, HCBS Settings Rule requirements, and ODP bulletins, announcements, and monitoring requirements and Performance Based Contracting measures.
  • Ensures timely and effective incident management and risk management, including reporting, investigation, analysis of trends, and prevention
  • Ensures the agency develops, implements, and uses a Quality Management Plan to measure outcomes and drive continuous improvement
  • Ensures ODP provider qualification and enrollment requirements are maintained, and serves as the agency’s accountable leader for licensing inspections, monitoring, and audits, including timely corrective action

Board & External Relations

  • Provides the Board with timely, complete, and candid reports on agency results and risks, and implements Board policy and direction
  • Maintains effective working relationships with ODP, the county Administrative Entity, supports coordination organizations, OVR, funders, and all outside agencies
  • Maintains active membership in state advocacy organizations
  • Represents Arc, Fayette in public functions and advocates for the individuals served and the direct support workforce
  • Performs related work as required

SPECIFIC EDUCATION OR EXPERIENCE

  • Must possess a Master’s Degree or above from an accredited college or university and 2 years work experience in administration or the human services field OR a Bachelor’s Degree and 4 years work experience in administration or the human services field.
  • Must possess all mandated state and federal clearances
  • Preferred: senior leadership or management experience in an ODP-funded or comparable human services organization, working knowledge of ODP regulations and quality management, and experience managing budgets, audits, and a multi-site workforce

  • Frequently sit, stand and walk

  • Vision abilities to include close vision, distance vision, peripheral vision and the ability to adjust focus
  • The noise level in the work environment is usually moderate
  • Ability to be reachable outside regular business hours to respond to emergencies and incidents

TRAVEL REQUIREMENTS

Regularly to residential and program locations, Board meetings, and ODP, county, and advocacy events; occasionally overnight for training or conferences
