POSITION SUMMARY

The Emergency Repair Program Administrator is responsible for the day-to-day management of the Columbia Gas Emergency Repair Program. This position will also support other utility contracts, including the Duquesne Light Quality Assurance Program.

This is a hybrid position. Staff are expected to work from RTP’s Homewood office at least two days per week, with the ability to work remotely on other days based on program, meeting, and site-visit needs. Some evening, weekend, and occasional holiday coverage is required during periods of high demand, typically mid-September through early April. After-hours coverage is shared among utility program staff through a rotating schedule.

GENERAL QUALIFICATIONS

  • Experience working in a nonprofit organization, government agency, community development organization, or utility company is preferred but not required.

  • Resourceful, adaptable, and comfortable working in a fluid, fast-paced environment with minimal supervision.
  • Dependable and self-directed, with the ability to manage competing priorities and follow projects through to completion.

  • Ability to work cooperatively and effectively with people from a wide range of backgrounds, identities, and lived experiences.

SKILLS & CAPABILITIES

  • Demonstrated ability to identify program needs, implement effective strategies, manage competing priorities, and move projects through completion.
  • Strong interpersonal, written, and verbal communication skills, with the ability to work effectively with clients, contractors, vendors, colleagues, and utility partners.
  • Strong critical-thinking and problem-solving skills.
  • Experience with program budget monitoring, invoice review, and financial and performance reporting.
  • Strong attention to detail and a commitment to maintaining complete and accurate records.
  • Strong working knowledge of the Microsoft Office suite and experience using databases or other client and project management systems.
  • Knowledge of HVAC, plumbing, and residential weatherization systems is helpful, but not required.

ESSENTIAL JOB FUNCTIONS

Emergency Repair Program Management

  • The Emergency Repair Program Administrator will work with assigned Columbia Gas representatives to deliver emergency utility-related repairs to eligible Columbia Gas customers through the Emergency Repair Program. Responsibilities include:
  • Serve as the primary point of contact for clients and contractors participating in the Emergency Repair Program.
  • Coordinate written and verbal communications with clients and contractors regarding program guidelines, timelines, repair status, and associated processes.
  • Coordinate with Columbia Gas-approved contractors and vendors to address emergency utility-related repair needs.
  • When repairs are significant and temperatures are forecasted to fall below the threshold established by program guidelines, work with contractors and utility representatives to provide interim measures, such as temporary heating options.
  • Maintain complete and up-to-date client, contractor, vendor, and project records in Columbia Gas’ Vision database, documenting all actions taken from initial referral through project closeout.
  • Monitor project progress, program spending, and required performance data; provide updates to the Director of Finance during weekly supervision and prepare monthly reports for Columbia Gas.
  • Collaborate with utility team members and other internal staff to maintain adequate program coverage, including participating in a shared rotation for evening, weekend, and occasional holiday coverage during periods of high demand, typically mid-September through early April.

Contractor and Vendor Relations

  • Coordinate with contractors and vendors to confirm the scope of necessary repairs.
  • Use current market-rate cost information to review proposed costs and determine whether bids comply with program limitations.
  • Collaborate with the Director of Finance, appropriate utility team members, and Columbia Gas representatives to troubleshoot repairs that fall outside prescribed budgets or standard program guidelines.
  • Review and approve bids within delegated authority and authorize contractors to proceed with repairs.
  • Maintain regular communication with clients and contractors to ensure work is completed satisfactorily and in a timely manner.
  • Compile contractor and vendor invoices for monthly submission to Columbia Gas.
  • Coordinate with contractors, vendors, internal staff, and utility representatives to ensure accurate payment and timely project closeout.

 Duquesne Light Quality Assurance Program 

  • Provide third-party quality assurance phone surveys for Duquesne Light Company’s Smart Comfort Program. 
  • Communicate identified deficiencies to the appropriate parties.
