This position leads and participates in development and implementation work for an organization that manages consolidated timekeeping functions across all state agencies. It also performs functional and technical time and attendance duties in addition to supervising the centralized time unit. As a Human Resource Analyst 3, you will perform the following duties:


  • Policy Expertise: Interpret, explain, and apply complex rules, collective bargaining agreements, and the impact of initiatives and changes for time and attendance functions
  • Process Management Assistance: Support, research, and analyze agency time services, absence administration, and labor distribution
  • Executive Collaboration: Provide analysis and feedback to Office of Administration staff and agency HR directors to gain consensus, coordinate plans, and support implementation
  • Issue Resolution: Investigate time related problems and coordinate solutions with technical and HR partners
  • Training Development: Prepare, recommend, and deliver training to central and field timekeepers, users, supervisors, and employees
  • Quality Assurance and Reporting: Verify system performance, identify opportunities for system enhancements and additional specific training needs, and provide follow up and coordination support

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. This position currently reports to the office on the third Tuesday of each month. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree; or
  • An equivalent combination of experience and training.
